Automatic Semantic Annotation of Legal Documents

The system of legal documents of the Republic of Lithuania is very wide. When analysing legal documents and trying to identify the basic legal norms in the articles, manual annotation is encountered which requires a considerable amount of time.

In order to optimize and facilitate the people’s work related to the field of law, the proposed solution is an automatic semantic annotation of legal documents. It is a system prototype, which, after placing the article of the chosen code, automatically annotates the article according to the created annotation rules. The rules for annotations are created to be able to recognise the basic legal norms: hypothesis, sanction and disposition, and the separation of rights and obligations in dispositions. The rules are described in terms of words and morphologies that are obtained by contacting the web service of semantika.lt.

After automatic annotation, system window displays the text, which is split in different colours, according to the found annotations. Text mark up in colours makes it easy for the user to identify legal norms.

It is important to mention that each code has its own structure and subject matter, so the rules for annotations for finding legal norms must be developed by analysing each code individually.

What the person gets is an automatically annotated Article 99 (Chapter 12) of Special Section of Code of Administrative Offences.
